Yesterday, the White House issued its anticipated directive on the suspension of certain visas. The proclamation is described as a step to protect American jobs while the economy recovers from high unemployment associated with the COVID-19 crisis. The higher education community has long argued that limiting certain types of visas utilized by high-skilled workers and students actually runs counter to the creation of jobs in the United States.

The proclamation is targeted at specific new applicants, those currently outside of the United States who do not already hold an appropriate visa. Of interest to the higher education and research communities, new H-1B (skilled workers including faculty and postdocs) and certain categories of J visas are suspended effective June 24 through December 31, 2020. The order does not currently impact the Optional Practical Training program. The order does also not invalidate any currently issued visas relevant to the higher education and research communities.

The order allows for exceptions for individuals who are contributing to the COVID-19 response or other high-priority areas of U.S. interest.
